All the pundits I've read seem to believe that if Russia does resort to
nuclear weapons, it will be either a harmless demonstration to make the
threat real, or a tactical use. I think it will happen only if the war
is nearly lost, because then Putin is likely to be deposed and go the
way of the Romanovs. And the desperate do not rely on half measures. A
demonstration changes nothing, and tactical nuclear weapons would change
the course of the war only if used in numbers; the West would see it
coming and have an answer. Big bombs would be the choice. A megaton over
Kyiv would annihilate the city of three million and start massive fires
in the nearer suburbs. Strategic attacks have tactical effects.
It's time for us to manipulate Putin directly. Who gets to be Rasputin?
