Russian official culture favors intimidation to control people. When Putin threatens nuclear attack, eh, it's more of the same. American military culture favors deterrence, a closely related concept. The difference is that deterrence theory assumes that decision makers are rational, which is false, while intimidation theory assumes that they are emotional, which is true.
