The bureaucratic way to bury an idea is to create a committee to study it and write a report. The way to enforce accountability is the same—create an committee, or to be more convincing an independent commission, to write a report, the more slowly and carefully the better. To ensure transparency, more reports, because what could be more transparent than bureaucratese?

What are we civilians to do? Our spies, or “journalists” (totalitarian states have always known what reporters really do) have limited access. Anonymous inside leakers risk being identified. We need a privacy-protecting system that allows insiders to safely leak dangerous official secrets.
