North Korea has reportedly offered to abandon its nuclear program if the U.S. reaffirms a trivial agreement made in 2000. Are they, as usual, lying through the flies in the skin of the teeth of the evidence, or is this a event like buying chocolate chips in a bag that doesn’t have a printed recipe—rare, but theoretically possible?
