Trump wants to appear powerful, not be powerful. Throwing off capricious decrees like sparks, and seeing them implemented, certainly gives an impression of power. But unpredictability is economically inefficient, and over time weakens the nation, and its institutions, and its leader. On the third hand, what's the planning horizon of a guy that old?
