I don't know why the Dunning-Kruger effect deserves a fancy name. Witlessness is unwitting, by definition.

The cognitive bias behind it is overconfidence, which is a much more general effect. Inability to evaluate your own ignorance is not an effect, it's a logical consequence of ignorance. Dunning and Kruger did not ask me before they published in 1999, or I would have explained it to them.
