We humans have trouble not making up our minds. Since we don't need evidence for our opinions, we invent them freely. That's why we have wishful thinking, folk beliefs, and conspiracy theories. When people say "absence of evidence is not evidence of absence" they mean it's evidence of presence.

It's rare to have no evidence at all. There's usually at least a tiny bit. Looking and failing to find constitutes evidence.
