You can recognize the most corrupt countries by their lack of corruption scandals. Where corruption is normal, it's no scandal. But normal corruption hides elsewhere, too. In the U.S., state governors like to install signs with their names on public works projects, using public money for private gain, and nobody much notices. And seemingly all democracies have gerrymandering. Are the people around you too polite to complain about rudeness? How corrupt!
