When I was coming up, the local paper ran a daily horoscope. The astrologer claimed, "The stars impel, they don't compel," by which he meant that they exert a force but don't force anything. It made a good excuse for occasional mistakes when the forecasts weren't quite vague enough to be interpretable as ever-true. Somebody tell Putin that the propaganda impels.
