How does the Russia-Ukraine war end? If Ukraine takes back all of its territory, Russia does not have to stop fighting, and Ukraine can't exactly march on Moscow. A negotiated agreement is the only way. Putin breaks agreements at his convenience, so breaking it must be made inconvenient. How about if it triggers an audit of his personal finances?
