The Non-Proliferation Treaty is no longer enforceable. We need a new framework for our new era. In fact, since nuclear-armed states do not fight each other, we should reverse course entirely and aim for a Universal Proliferation Treaty. It only needs two provisions. One, any UN member, on request, shall be given (say) eight ICBMs from the inventory of a nation that has too many. Two, use of any of your delightful new toys for any reason other than proven foreign military attack invites the same against you. That's the solution: World peace by Mexican standoff.
