Suppose Ukraine is losing the war and NATO decides to intervene after
all. What intervention does the most good for the least risk? Apply the
promise of no boots on the ground and the rule of thumb that whatever
option is most discussed is wrong, and the answer is air and missile
attacks on the southernmost elements of Russian power: The ships of the
Black Sea Fleet blockading the ports. Commerce would lighten Ukraine's
load more than clearing the sky of jets.

It's not that easy. Russia has submarines in the Black Sea, and could
bring in shore-based anti-ship missiles.
