If you've ever run a project, you know that nothing happens without coordination. Somewhere, somehow, there must be an office that coordinates scientific research so that different researchers can announce simultaneously. The office used to be paid in priority disputes, but today funding is down; people just write down everybody's names and continue. The amount of research is up; now you know why simultaneous discoveries are down.
