In a financial contract, the role of the guarantor is to suffer when things go wrong. International treaties adhere to a sterner standard: The guarantor, armed to the hilt and mortgaged to the teeth, may choose, when the treaty promises lie broken like Humpty Dumpty, to wag a stern finger.
