After a string of accidents blamed on overcommitment, the shortsighted U.S. Navy is trying to be gentler on its ships and crews. Consider what would happen in a major war against Russia or China: Fixed targets go first. Every shipyard on both sides would soon be blasted by cruise missiles. With no place to stop off for major maintenance, sailors would soon be overburdened keeping basic systems in repair. Overcommitment is perfect training for the worst case.
