Understand What Was Not Said

If the authorities are honest, use one simple trick to interpret any official report of embarrassing events. First establish the universe of possible claims that they might have denied under the circumstances. Anything they didn’t deny, is true. For example, “There is no evidence of bad thing X” translates to “We see nothing! We know nothing!”
