One principle of traditional Chinese strategy is to alternate soft and hard approaches; the velvet glove is for one hand. At sea, “Let’s continue implementing the agreement on joint surveys” alternates with “You think these waters are yours? Shove off, we’re drilling here,” in Hong Kong official speeches alternate with clearing the barricades. North Korea studied the same classics. Westerners think they discovered electricity, but China decided of old that alternating current is the way to transmit power.

The first example is from recent events between China and Vietnam.

The goals are to keep your own intentions unclear while probing your adversary and keeping them off balance.

Russia developed its doctrine independently. The Russian way of thinking about it is quite different, though the results can look similar from a distance.
