Because What’s Safer Than Fighting?

In times of danger, every military unit is given rules of engagement so that it knows when to start shooting. It’s a matter of safety. But there are no rules of disengagement. When the war is over, the decision to stop shooting must be deliberated at a higher level, as a matter of safety.
