War on Drugs. That’s what it is, right? On a SWAT raid, police can shoot anyone who’s armed or otherwise dangerous, that is to say, not lying face down on the floor. And in at least one case courts have ruled that residents can shoot these clearly dangerous, armed, unidentified intruders who’ve just thrown a grenade into the house to disorient everybody. Both sides can legally shoot, that’s the definition of a war.
