The most basic rule of a captured regulatory agency is to keep regulating the same people. Introduce licenses or bizarre requirements to ensure safety and good service, where “safety” means your safety and “good service” means good service to you, so that outsiders can’t break in. It’s the same reason that democracies support dictators: A stable income stream gets the highest share price.
