If railroads did not already exist, we would not invent them today. Paved roads are not bad, although railroads are sometimes better. The good enough is enemy of the better—certainly if the better requires a big startup investment. But that’s not why space launches are still expensive after decades—why would established recipients of government money cut their profit by being efficient?
