At my local train station there are two kinds of smokers, those who stand next to the No Smoking sign to rub your nose in it, and those who stay upwind so that your nose can’t get out of it (if there are two they go to opposite ends in case the wind shifts). The European Union works exactly the same way; they like to make rules, but there is no intention to ever follow through.

It’s true about the train station and the smokers. The true reason that two smokers go to opposite ends may be that smokers hate each other as much as the rest of us hate them.
