Political Paralysis Explained

If you buy a comic book from Japan (called in English “manga” and in Japanese “komikku”), you will find that, to make it cheap for impulse buyers, it is in a small format on inferior paper. But the print quality is exquisite. Japanese culture includes elaborate rules about exactly which corners may be cut. Craftsmanship is required, but leadership is optional.
