Planning ahead is no use if the future is opaque, but turn it around and look at it from the other end. If you’re not going to plan ahead anyway—that is, if you’re a democracy—then it’s to your advantage to follow chaotic policies and mess the world up so that nobody else can look ahead either. You see? It wouldn’t make sense for things to make sense.
