reporter: Are you embarrassed to have shut down roads and bridges for what turned out to be no reason?
Boston: We responded in a timely, efficient and coordinated manner to a serious potential danger.
reporter: Even though you were weeks late and nine other cities didn’t waste their time?
Boston: We know better than to take risks with unidentified flaunting objects. Them terrorists is wily.
reporter: Well, if you believe that then anything you see could be a terrorist threat.
Boston: That’s true. I hereby arrest you under Article 58 sections 10 and 14. Please remove your shoes. You have the right to shut up.

Article 58 was a Soviet law which, before Khrushchev, allowed the secret police to arrest people for “counterrevolutionary activities” on virtually any pretext. Boston arrested the two guys who were paid to place the gizmos as “hoaxers”, a charge which, on the face of it, a reasonable person cannot believe.
