Political will is especially fun when you have enough to get into trouble and not enough to get out again. You think, “Massacres are bad. Come on, Dick! Come on, Jane! Let us stop this bad civil war.” Then you think, “We cannot send the army. The voters will not be my special friends.” Finally, in a concentrated burst of effort, you think, “But we can use threats. Threats will stop this bad war, just like they stopped Hitler in 1939. And we can use airplanes. Airplanes will stop this bad war, just like they stopped Hitler in 1945.”
