Every country wants to export more and import less. So here’s my plan: let’s all sign a treaty that bans imports, but doesn’t allow the ban to be enforced. Then countries can maintain a high level of exports, but have no legal imports at all—it’s dastardly smuggling. It saves on law enforcement, too.
