There’s a well-known joke about committees: “An elephant is a horse designed
by a committee.”
Congress is a committee designed by a committee.
clue:
The original form is “A camel is a horse designed by a committee.”
My theory is that this joke was designed by a committee which couldn’t
agree on which animal to mention first, and finally decided on the
least funny possibility.
